ICCIRA SEEKS STRATEGIC PARTNERS IN ARTIFICIAL INTELLIGENCE, BLOCKCHAIN AND BIG DATA
International Legal, Regulatory and Constitutional Frameworks for Artificial Intelligence, Blockchain, Quantum Computing and Big Data within the Arts, Culture, Creative and Entertainment Industries
The International Cultural and Creative Industries Regulatory Authority (ICCIRA), a non-profit international regulatory organisation, is seeking strategic technology, development, institutional and commercial partners to support the creation of an innovative international legal, regulatory and constitutional ecosystem for the Arts, Culture, Creative and Entertainment Industries (ACCEI).
ICCIRA is working towards the development of a new generation of international regulatory frameworks that incorporate Artificial Intelligence (AI), Blockchain, Big Data, Machine Learning and emerging Quantum Computing technologies within the cultural and creative sectors.
A New International Digital Regulatory Ecosystem
ICCIRA’s ambition is to establish a decentralised, peer-to-peer legal and regulatory network capable of securely recording, time-stamping, verifying and preserving local, national and international legislation, regulatory instruments, amendments and specific legal provisions.
The proposed ecosystem is designed to operate through a distributed architecture rather than relying exclusively upon a single central authority. ICCIRA’s authorised legislative, legal and regulatory teams would be able to record, authenticate and manage relevant information within a distributed ledger environment.
The ledger would incorporate legislative and regulatory transactions together with associated linguistic, contextual and secondary information, including relevant case law, legal interpretations, amendments, precedents and related documentation, thereby creating a comprehensive and traceable record of regulatory developments.
Following verification and approval by the competent legislative or regulatory authority, an authorised transaction would be recorded within the distributed ledger as a block. The participating peer-to-peer network of servers, or nodes, would then provide distributed verification and maintain the integrity of the recorded information.
The architecture is intended to provide a secure, transparent and verifiable historical record of legislative and regulatory developments. Once appropriately validated and recorded, entries within the Blockchain would be designed to provide a tamper-resistant and auditable record.
Participating national regulatory authorities and other authorised institutions may maintain their own validated copies of the ICCIRA Blockchain, thereby contributing to a distributed international network of legal and regulatory information.
AI, Blockchain and Big Data for International Cultural Legislation
Only duly authorised legislative bodies and designated users would be permitted to submit or approve transactions for inclusion within the relevant blocks.
Through this architecture, ICCIRA seeks to develop an integrated environment in which legal and regulatory AI, Blockchain, Big Data and distributed constitutional frameworks can work together to preserve, analyse and connect international cultural legislation and regulatory information.
AI and Machine Learning technologies may support the analysis, classification, translation and comparison of extensive bodies of legislation and related legal information, while distributed-ledger technologies can provide mechanisms for authentication, traceability and historical verification.
As the legal and regulatory environment evolves, the relevant technological and data frameworks would be capable of being continuously maintained and updated, subject to appropriate legal, institutional and governance controls.
A Global Cloud-Based ACCEI Legal and Regulatory Ecosystem
ICCIRA’s proposed framework aims to provide individuals, corporations, institutions, public authorities and other authorised entities with access to a cloud-based international ecosystem for ACCEI legislation and regulation.
The platform is envisaged as an environment in which authorised users may access, analyse and compare legislative and regulatory materials across jurisdictions and, where appropriate, develop applications, tools and functions that interact with the underlying technological infrastructure.
Strategic technology partners would contribute to the development, architecture, security, maintenance and evolution of the systems supporting these activities.
The ultimate objective is to create a coherent international legal and regulatory environment for the cultural and creative industries, enabling national legislation and regulatory instruments to be presented, where appropriate, across multiple languages and jurisdictions.
This would facilitate comparative legal research, qualitative analysis, cross-jurisdictional understanding and international cooperation, while helping cultural and creative stakeholders navigate an increasingly complex global regulatory landscape.

ICCIRA therefore invites technology companies, developers, research organisations, institutions and specialist partners with expertise in:

We are particularly interested in organisations capable of contributing technology, expertise, infrastructure, investment, sponsorship, research, development, strategic partnerships or other forms of support to the establishment of this emerging global cultural and creative ecosystem.

ICCIRA’s partners may include governments, international organisations, corporations, professional associations, academic and research institutions, foundations, technology companies and other public and private legal entities.
Through these partnerships, ICCIRA seeks to bring together expertise from the legal, governmental, technological, cultural and creative sectors in order to develop an international framework capable of responding to the opportunities and challenges created by rapidly evolving technologies.
ICCIRA Users
The proposed ICCIRA ecosystem is intended to be accessible to everyone, subject to the relevant legal, regulatory, security and governance requirements.
The platform is envisaged to operate through two modes, including an open public platform and appropriate authorised or professional access for users requiring enhanced functionality.

Partnership Procedure
Interested organisations are invited to submit:
A business, technology, development and/or sponsorship proposal;
A brief outline of the proposed collaboration and implementation plan;
Details of the services, technology, expertise or resources that the organisation would offer;
Relevant company or institutional information; and
Any proposed commercial, technical, investment or partnership arrangements.

Successful organisations will be notified by Friday, 20 November 2026, following which the formal selection and partnership process will commence.

Contract Duration
