INTERNATIONAL CULTURAL AND CREATIVE INDUSTRIES<\/strong> <\/p>\n\n\n\n

REGULATORY AUTHORITY <\/strong><\/p>\n\n\n\n

ICCIRA <\/strong><\/p>\n\n\n\n

The modern civilisation\nexpresses the multifaceted image of the world, governed by the cultural\nidentity of its citizens, their needs and decision making. <\/p>\n\n\n\n

The boundaries of the Arts, Cultural, Creative and Entertainment Industries (ACCEI)<\/strong>, as concepts and elements ranging from aesthetic to trading, from behavioural to environmental and political responses, shape, construct and develop all aspects of life.<\/p>\n\n\n\n

Culture, along with creativity\nand the arts, within the world\u2019s societies, are the levers that create the\nbackground of every production, at every stage and level in human evolution,\nthrough history.<\/p>\n\n\n\n

The strongest outcome of\nculture is the laws and rules, precisely because culture explicates the\nsocietal norms and peoples\u2019 behaviour, which determine the ways we lead our\nlives. Culture and laws form two different well-defined and progressive\nnotions.<\/p>\n\n\n\n

While culture and laws\nmaintain their current state, it is necessary to look through the existing\ninternational and national legislatures for new viable, strong and flexible\ninternational cultural policies that will reflect the contemporary needs of the\npeople, creators and cultures.<\/p>\n\n\n\n

Protecting a sustainable environment, preserving the cultural heritage, safeguarding democracy, securing equality, scrutinising  deculturalisation and poverty, and investing in the arts, culture, creativity and societies, are key points of our quest, as currently in many cases they appear to be abused, restricted and imperfect.<\/p>\n\n\n\n

While perfection leads the\ncultural sectors and the arts, imperfection and lack of balance defines\nDemocracy. The Culturalisation of Democracy and the Democratisation of Culture\nare two basic objectives of the ACCEI actors and the ICCIRA. <\/p>\n\n\n\n

The International Cultural and Creative Industries Regulatory Authority <\/strong>achieves its aims, in favour of the public interest, according to the following Manifesto<\/strong> and mission statement, which allows ICCIRA to:<\/p>\n\n\n\n

1.    Comprehend the needs of the ACCEI<\/strong> sectors, through an international legal and regulatory progressive spectrum. Create basic standards, which encapsulate the spirit of inclusion.<\/p>\n\n\n\n

Promote creativity along with\npeace, which all ACCEI actors, firms and organisations need to adopt and comply\npromptly, through a specified sustainable governance framework.<\/p>\n\n\n\n

2.    Support the socially and acceptable, legitimate and moral excellent social objectives and missions, through ACCEI works. Make publicly available ACCEI needs and standards, through sound policy.<\/p>\n\n\n\n

Deal with the national and international ACCEI sectors inequalities\nthat occurred due to implementation of non progressive policies and\nmismanagement, which ACCEI\nactors and organisations anticipate.<\/p>\n\n\n\n

3.    Encourage and organize international working groups, meetings, assemblies and events and raise social awareness and actions by serving the public and the stakeholders interests. <\/p>\n\n\n\n

Protect consumers\u2019 needs and\ninterests, within ACCEI sectors and connected industries, offering legal\nservices, in an approachable, inclusive and practically sound manner.<\/p>\n\n\n\n

4.    Observe, record and monitor the local, national, European and international ACCEI legal framework. Publicise in favour of the public interest relevant findings, researches, results and recommendations.<\/p>\n\n\n\n

Ensure through performance of\nhigh standards the UNESCO and other regulatory bodies\u2019 recommendations\ncompliance, across the international and national legal sectors and legislature.<\/p>\n\n\n\n

5.    Participate in relevant cultural,\npolitical, social events, conferences, meetings and fora, on a local and\ninternational level. Exchange knowledge with other regulators and law\nenforcement agencies.<\/p>\n\n\n\n

Protect the ACCEI sectors, in favour of the ACCEI actors and the public interest, through open and wide dissemination. Promote to third parties modern, updated, innovative legal and applicable business models.<\/p>\n\n\n\n

6.    Investigate ACCEI reports on legal matters and standards of practice and compliance, where appropriate, recommending legal action, negotiating, mediating and reprimanding the entity that fails to comply.<\/p>\n\n\n\n

Monitor law firms, make sure\nthey also comply with the rules and regulations of the ACCEI sectors, and\ndeliver the highest quality legal services, with the support of established law\nfirms and organisations.<\/p>\n\n\n\n

7.    Develop and build partnerships and\ncollaborations with local governments, administrative bodies, institutions and\nagencies, while working with independent law firms, assisting the ACCEI actors.<\/p>\n\n\n\n

Strengthen public and sectors\u2019 confidence, locally, nationally and internationally, in order to identify noncompliance risks and promote related recommendations, in order to appropriately respond.<\/p>\n\n\n\n

8.    Study, develop and implement the ACCEI sectors\u2019 principles of equitable managerial practices. Assist the ACCEI firms to develop a culture of responsibility and trust, identify risks and take steps to mitigate.<\/p>\n\n\n\n

Promote, in any practically feasible, peaceful and legitimate means, the comprehension, equality, social and cultural cohesion, freedom of speech and expression, relativity and unity, amongst societies.<\/p>\n\n\n\n

9.    Contribute in the optimisation of the\nquality of peoples\u2019 lives, in neighbourhoods, communities and societies through\nthe creation, development and dissemination of ACCEI support programs.<\/p>\n\n\n\n

Provide, authoritative\nguidance and rules, for attorneys, on ethical issues, cultural laws, bilateral\nagreements and regulations that affect the qualities of the ACCEI environment,\ncreativity and wellbeing. <\/p>\n\n\n\n

10. Run a Special Culture Draw, Reward and Reimbursement Reserve<\/strong>. Support the ACCEI with funding cultural actors, organisations which have lost money, as a result of a legal, financial or insurance failure. <\/p>\n\n\n\n

Create international,\nfinancial support programs specifically designed to support the ACCEI needs, on non-commercial and commercial level,\nspecifically focusing on the first stages in ACCEI\u2019s productions1<\/sup>. <\/p>\n\n\n\n

11. Tackle anti-money laundering (including counter-terrorism financing and counter-profiteering financing) in the ACCEI sectors. Equip with legal tools the cultural heritage protection agencies.<\/p>\n\n\n\n

Supervise the related\nmonitoring procedures, complying with the rules and regulations of the ACCEI\nsectors. To this end, ICCIRA aims to assist firms to implement a high standard\nof compliance.<\/p>\n\n\n\n

12. Issue, the Cultural Passport<\/strong> and Visa for the ACCEI actors enabling them to move openly from country to country, hustle free, validating the par excellence borderless nature of cultural mobility and creativity. <\/p>\n\n\n\n

Introduce an ACCEI type of company (proposed name Cultural Actors \u201cC.A.\u201d<\/strong>), which could operate free of restrictions worldwide, and the International Cultural and Creative Industries Treasury ICCIT.<\/strong><\/p>\n\n\n\n

Note: 1. During the first stages in ACCEI\u2019s productions, the ACCEI actors are vulnerable to firms, and their creative work is not protected. ICCIRA creates room for newcomers, to enter and protect their rights, to create freely having control of their productions, against third parties who may usurp their work. ICCIRA offers to artists sound legal tools and the opportunity to work with pride and honour, scrutinising deculturalisation, in favour of the public interest.<\/p>\n\n\n\n
